Poop Bandit

Who the heck near Eastchurch/Pine is going to the trouble of bagging their dog poo then leaving it? Between that and the mounds of festering kitty kibble on the sidewalks it's like the Easter egg hunt from hell.

It'd be cool if the city would stretch a giant fabric roof over Carroll Creek Linear Park every year during winter

Hear me out. What if we stretched a giant canopy roof over Carroll Creek Linear park every winter? It could be stretched between the condos on one side and the restaurant / office buildings on the other side. It wouldn't stop the cold from getting in, but it'd offer some protection from the elements.

It'd be even better to enclose the entire park in a greenhouse structure during the winter.

I'm only like 20% serious here. But maybe something like this is plausible?
