Frederick County Health Department just issued a notice about a groundhog found at the intersection of West Patrick Street and McCain Drive that tested positive for rabies. Hear me out. What if we stretched a giant canopy roof over Carroll Creek Linear park every winter? It could be stretched between the condos on one side and the restaurant / office buildings on the other side. It wouldn't stop the cold from getting in, but it'd offer some protection from the elements.
It'd be even better to enclose the entire park in a greenhouse structure during the winter.
I'm only like 20% serious here. But maybe something like this is plausible?
