I'm pretty sure that's not how the Constitution works.

I think at the very least, for the federal election which is for presidency - all states should have the same rules. I don't think interfering with state elections is a good idea and is a slippery slope. At the same time, requiring state ID to vote is a no brainer and should have been standard already. In fact, it was for a very long time. It was only recently that people started acting weird about it. Politics in the US is a mess.
